What Is the EU PPWR and When Does It Apply to Paper Boxes?

The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, was published on 22 January 2025 and becomes fully mandatory on 12 August 2026. It replaces the old Packaging Directive 94/62/EC and, crucially, is a Regulation — directly applicable in every member state with no national transposition. That means one uniform rulebook for the entire EU market.

PPWR covers all packaging materials, including paper and cardboard boxes, and every actor in the chain: manufacturers, brands, importers, distributors, and e-commerce sellers. If you ship boxed products into the EU, your cartons must comply.

Which PPWR Requirements Affect Paper & Cardboard Packaging?

1. Substance Restrictions — Heavy Metals & PFAS (Article 5)

From 12 August 2026, all packaging — paper included — must keep the sum of lead, cadmium, mercury and hexavalent chromium at or below 100 mg/kg. For food-contact packaging, PFAS is restricted: individual non-polymer PFAS ≤25 ppb, total non-polymer PFAS ≤250 ppb, and total PFAS (including polymers) ≤50 ppm. Inks, coatings and adhesives are the usual sources of these substances, so low-impact print chemistry matters.

2. Recyclability Performance Grades (Article 6)

From 1 January 2030, every package placed on the EU market must be recyclable and hit performance grade A, B or C (≥70% recyclability); below that it is “technically non-recyclable” and banned. From 2038 only grades A/B (≥80%) are allowed. Mono-material paper boxes — without plastic windows, foil lamination or mixed-material barriers that hinder separation — score highest.

3. Packaging Minimization (Article 10)

From 1 January 2030, packaging weight and volume must be reduced to the minimum needed for function. False bottoms, double walls and unnecessary layers are prohibited, and e-commerce and transport void space is capped (generally ≤50%). Right-sized boxes are no longer optional.

4. Harmonized Labelling & EPR (from 2028)

A harmonised, pictogram-based material-composition label arrives from 2028 so consumers can sort correctly. From 12 August 2026, Extended Producer Responsibility (EPR) registration is required in each member state where packaging is first placed on the market.
